<Abstract>
This paper suggests a criterion for verifying the morality of an artificial moral agent's behavior and tries to reveal its theoretical foundation. For this, the level of morality of artificial moral agent is set at the level of 10 years old child. And as a model for verifying morality, we use the Turing test developed from A. Turing's "Computing machinery and intelligence". Based on behaviorism, we will present the ethical criteria for the possession of the morality of artificial intelligence agent, as well as their stages. It is the ultimate goal of the study to present ethical standards. In the background, it is divided into three levels of moral judgment based on L. Kohlberg's cognitive development theory. Then, we examine the case of home healthcare robot scenario to show possibility of application to real life.
